It's the only statewide interoperable emergency communication network available for both state and local public safety entities.
Joining MSWIN is a straightforward process that begins with a phone call or email to the WCC. Agencies sign a Memorandum of Understanding and work through the MSWIN User Checklist to get onboarded to the system.
Interoperability refers to the ability of emergency responders to share information via voice and data signals on demand, in real time, when needed and as authorized. For example, police and firefighters responding to an incident can talk to each other to coordinate efforts seamlessly across agencies.
A talkgroup is to a trunked radio system (MSWIN) as a channel is to a conventional radio system — a talk path with a pre-determined name. Talkgroups enable organized communication between specific groups of users across the statewide network.
Site Trunking occurs when a tower site loses connectivity with the rest of the network. Radios associated with that site can still communicate with each other on the same talkgroup, but cannot reach radios on other sites until full connectivity is restored.
MSWIN has a 97% all-weather mobile radio coverage guarantee statewide. Portable radio coverage is not guaranteed, however benchmark testing has produced above-average results in many regions of the state.
